President Releases Abbreviated (skinny) FY 2026 Budget Request

Last week, President Trump released abbreviated highlights of the administration’s FY 2026 Federal budget. The budget request (also sometimes known as the skinny budget) calls for a $602 million decrease in National Institute of Food and Agriculture (NIFA) budget. The document describes the decrease as follows (see the bottom of page 31 in the linked document):

“The Budget eliminates wasteful, woke programming in NIFA, such as activities related to climate change, renewable energy, and promoting DEI in education that were prioritized under the Biden Administration. In addition, the Budget reduces funding for formula grants because they generally do not achieve the same results as competitive programs. Instead, the Budget focuses on the President’s goal of advancing the competitiveness of American agriculture through the merit-based Agriculture and Food Research Initiative. The Budget protects funding to youth and K-12 programs such as 4-H clubs, tribal colleges, and universities. This investment would help prepare future generations of farmers. It also ensures HBCUs are amply funded.”

The Association of Public and Land-Grant Universities released a statement about the entire document, specifically mentioning the USDA/NIFA portion. Analysis from APLU’s consulting firm, Lewis-Burke, states that cuts of this magnitude and nature are unlikely to be upheld by the US Congress. The status of each individual NIFA line item is currently unknown.


ECOP Signs on to Letter in Support of SNAP-ED

Last week, the Extension Committee on Organization and Policy (ECOP) signed onto a letter in support of SNAP-Education (ED), which was addressed to the following important federal lawmakers:

• The Honorable John Boozman, Chairman, Senate Committee on Agriculture, Nutrition, and Forestry
• The Honorable Any Klobuchar, Ranking Member, Senate Committee on Agriculture, Nutrition and Forestry
• The Honorable Glen “GT” Thompson, Chairman, House Committee on Agriculture
• The Honorable Angie Craig, Ranking Member, House Committee on Agriculture

The letter shares information highlighting the critical role of the SNAP-ED program in advancing national food security and nutrition goals. It also discusses how the program helps individuals and families make more nutritious food choices, stretch limited food budgets, increase physical activity, and make healthy choices easier in the community.


NIFA Director Makes First Land-grant University Visit

Dr. Jaye Hamby’s first Land-grant University trip as NIFA Director was a bit of a homecoming when he visited Oklahoma State University (OSU) recently. Dr. Hamby completed his master’s and doctoral studies at OSU.

Dr. Hamby toured OSU agriculture research facilities and units, including the Food and Agricultural Products Center, a 96,000-square-foot facility that houses animal harvesting, food manufacturing, grain milling, sensory profiling, food microbiology and application laboratories for demonstration and prototype testing, as well as education and training capabilities. Additionally, Dr. Bee Chim guided him through the Soil, Water and Forage Laboratory (SWFAL), which handles more than 60,000 samples annually.

During his visit, Dr. Hamby was recognized as OSU’s 2025 Distinguished Alumni in Agricultural Education.

Recent Executive Orders to Affect Cooperative Extension

Last week, President Trump signed two Executive Orders that will likely affect the Cooperative Extension System.

Advancing Artificial Intelligence Education for American Youth: The policy is designed to promote AI literacy by promoting the appropriate AI into education, providing comprehensive AI training for educators, and fostering early exposure to AI concepts and technology to develop an AI-ready workforce and the next generation of AI innovators. Among other actions, the order directs the Secretary of Agriculture to prioritize research, extension, and education on the use of AI in formal and non-formal education through 4-H and the Cooperative Extension System.

White House Initiative to Promote Excellence and Innovation at Historically Black Colleges and Universities: The policy is designed to support HBCUs in advancing America’s full potential; fostering more and better opportunities in higher education; providing the highest-quality education; obtaining equal opportunities for participation in Federal programs; ensuring college-educated Americans are empowered to advance the common good at home and abroad; and making our Nation more globally competitive. Among other actions, the order calls for encouraging states to provide the required State matching funds for 1890 land grant institutions and establishing a framework for addressing barriers to accessing federal funding to ensure that HBCUs receive the maximum funding to which they may be entitled.


National 4-H Conference Celebrates the Future’s Best

Over 200 of the nation’s best and brightest young people were in Washington, D.C., recently to attend the 2025 National 4-H Conference, hosted by USDA’s National Institute of Food and Agriculture. With the theme of “Stronger Ties, Deeper Roots, Empowered Leaders,” 4-H delegates represented 40 states, two U.S. territories and 56 Land-grant Universities. The conference was also featured in a USDA press release.

NIFA Now Recruiting for 2025 National 4-H Conference Leaders

NIFA is accepting leadership applications submissions for the 2025 National 4-H Conference. This conference would not be possible without the Youth Leadership Team, Collegiate Facilitators, and Adult Advisors.

USDA Appoints New Members to the Advisory Committee on Beginning Farmers and Ranchers

USDA announced the appointment of 20 new members to the Advisory Committee on Beginning Farmers and Ranchers. This committee is part of USDA’s support for equitable access to USDA’s services and programs and creating more market opportunities for local and regional production. New members include Denis Ebodaghe, long-time NIFA National Program Leader; E'licia Chaverest, Alabama A&M; Greg Goins, North Carolina A&T; and Jon LaPorte, Michigan State.

Committee members represent ranching and farming producers, related state and Tribal agricultural entities, academic institutions, commercial banking entities, trade associations, and related nonprofit enterprises. All committee members have previously demonstrated the ability to serve on behalf of new and beginning farmers, minorities, women and persons with disabilities, and to represent small establishments and geographic diversity.


OneOp Launches 2024 Military Family Readiness Academy to Enhance Economic Security for Military Families

OneOp is a virtual professional development platform for service providers who serve military families. Programming is created in collaboration with subject matter experts from the Defense Department (DoD) and land-grant universities spanning a wide variety of family subject areas. OneOp is proud to announce the 2024 Military Family Readiness Academy (MFRA), a series that includes an online course, webinars, and engagement opportunities focused on nurturing the economic well-being of military service members, spouses, and their families. The Academy launched this month with free professional development resources available to military service providers nationwide. Call for Nominations for 2024 Awards

Last Thursday, the call for nominations for the 2024 Cooperative Extension Awards by ECOP and USDA-NIFA was sent to all Extension Directors and Administrators urging them to share the opportunity with leadership teams and potential nominees. Online submissions are required by May 1. Award recipients are selected by the end of July and will receive cash awards. The announcement of the winners will occur in Fall 2024 just prior to, and travel to the APLU Annual Meeting in November to accept their awards. Learn more at awards.extension.org. First Friday Recap: Assessments Ballot Overview and Budget and Legislative Matters - Last Friday, Extension Directors and Administrators from over 30 land-grant institutions joined ECOP Chair Damona Doye for an informative briefing on an upcoming vote by the Cooperative Extension Section. Registration for USDA’s 100^th Agricultural Outlook Forum (REMOTE PARTICIPATION AVAILABLE) - The Agricultural Outlook Forum, USDA’s largest and premier annual gathering, will take place February 15-16. The breadth and timeliness of the forum’s programs have consistently drawn a diverse group of participants. The 2024 Program will feature a keynote address by Agriculture Secretary Tom Vilsack, a presentation on the outlook for agricultural markets and trade, and 30 breakout sessions covering a wide range of agricultural, food market and environmental issues. This is a hybrid event.



Health and Human Sciences Leadership Fellows Program - Applications are being accepted here for the third iteration of the Board on Health and Human Sciences (BHHS) Leadership Fellows program now through February 16, 2024. Faculty and Extension Specialists with interest in becoming administrative leaders in the health and human sciences field are encouraged to apply. Information on the program can be found in the 2024 Leadership Fellows Brochure. Selected fellows will receive up to $3,000 to support their projects and assigned mentors to support their activities. Project funds (including travel stipends) will be awarded to the fellows for a period of one year, to begin immediately following the BHHS annual meeting and to culminate in attending and presenting at the following BHHS annual meeting. Civil Rights Reviews – What to Know Ahead of Time

Civil Rights Reviews – What to Know Ahead of Time held on November 3, 2023, is a resource for what Extension Directors and Administrators should consider as they prepare for a civil right review for USDA-NIFA. It was one in a series of ECOP's First Friday sessions coordinated by the ECOP Professional Development Committee. This session is a general overview of what to expect and the importance of communicating externally with NIFA and internally with a review team. In addition to the link to the YouTube recording, slides from last Friday's session are available to view/download here. Dates for two more First Friday sessions on Civil Rights Reviews will be announced to Members of the Section and 1994 Extension Directors during the first part of 2024. Pesticide Safety Education Funds Program Application, Due January 1, 2024 - The EPA has awarded a cooperative agreement to the Extension Foundation (EXF) to administer a national subaward program supporting Pesticide Safety Education Programs (PSEPs). The new project will receive up to $15 million over five years. It will build upon a previous PSEP subaward program, also managed by EXF, which concluded in July 2023. The application for the Empowered Up: A Comprehensive PSEFMP Promoting Efficiency & Environmental Justice (PSEFMP) is now available. In order to be eligible for this funding applicants must be affiliated with a U.S. Land Grant University. Only one application per state or territory is eligible for funding. Learn more here.

Technical Assistance Webinar: Specialty Crop Research Initiative 2024 Request for Pre-Applications - A NIFA webinar on November 8, 2023, 4:00 p.m. ET will provide technical information about the Specialty Crop Research Initiative (SCRI) Request for Pre-Applications for 2024. The purpose of the SCRI program is to address the critical needs of the specialty crop industry by awarding grants to support research and Extension that address key challenges of national, regional, and multi-state importance in sustaining all components of food and agriculture, including conventional and organic food production systems.




2024 National 4-H Conference Information Session - The 2024 National 4-H Conference will be held April 19-24 at the Hyatt Regency Crystal City in Arlington, Virginia. Known as “the Secretary’s Conference,” this Conference is the flagship youth development opportunity of the U.S. Department of Agriculture. Registration for a NIFA informational session on November 15, 2023, 4:00 p.m. ET is an opportunity to learn about the National 4-H Conference history, objectives, schedule, chaperone roles, policies and registration process. Grants to Rapidly Respond to Extreme Weather Events

NIFA staff will host a live FAQ session for the AFRI Rapid Response to Extreme Weather Events Across Food and Agricultural Systems (A1712) program on Tuesday, April 11 at 2:30 p.m. ET. Register here. Programs can either be led by Extension or integrated with research. The grants of up to $300K are designed to rapidly identify and implement strategies to protect the nation’s food and agricultural supply chains and the people who support them during and after extreme weather events. 4-H Congressional Breakfast - The National 4-H Council Congressional Breakfast will be held on April 19, 2023, from 8:00–9:30 AM on Capitol Hill, as part of the National 4-H Conference. The event will showcase the 4-H program and appreciation of Congressional champions for support of America’s largest youth development program. The convening brings together 4-H youth and Cooperative Extension 4-H leadership from across the country to meet their members of Congress. Extension Deans, Directors, and Administrators and their institution's top 4-H Specialists may arrange to attend by contacting Eliza Hernandez directly at ehernandez@fourhcouncil.edu.

CYFAR Evaluation Study - The Children, Youth and Families at Risk (CYFAR) Return on Investment Study is a robust cost benefit analysis that explores potential positive returns from the CYFAR Initiative's financial investment. The study was conducted by CYFAR Professional Development and Technical Assistance (PDTA) Center on behalf of NIFA. Among the study revelations include health, factors such as social determinants of health, and healthcare options contribute to individuals’ health. A 1-year investment by CYFAR totaling $348.31 has the potential to produce a net benefit ranging from $725.59 to $2,873.39. 



USDA Seeking Nominations for Advisory Board and Associated Committees - In case the opportunity was missed from a recent NIFA email update, Extension Directors and Administrators might wish to consider seeking membership applications for the National Agricultural Research, Extension, Education, and Economics (NAREEE) Advisory Board and for the board’s committees and subcommittees. The NAREEE Advisory Board and subcommittee contribute valuable professional insight and help shape USDA’s future research and science programming and advises the Secretary of Agriculture, through the Under Secretary for Research, Education, and Economics and USDA's Chief Scientist on top priorities and policies for food and agricultural research, education, Extension, and economics. It provides stakeholder input and science-backed information to better inform USDA’s program decisions. The application deadline is Wednesday, May 31.
